He is not saying no because he is against the CFS. He does not want to take power away from students.
Ray contests the argument that the course of actions following this decision will give students a fair and open debate. He says outside forces will come influence decisions.

This is all so Star Wars... Can we start referring to the CFS National Office as the Death Star?
July 27th will either be a historic day for the Student Federation of the University of Ottawa (SFUO) and the Canadian Federation of Students (CFS), or, it will be just another chapter in a long saga between the two organizations.
In honour of Kady O'Malley, Wassim Garzouzi, from the Ryerson Free Press and La Rotonde, will be live blogging, while colleagues Jason A. Chiu, also from the Ryerson Free Press, and Frank Appleyard, from the Fulcrum, take care of the visuals.
